Harmonization of Halal Standards: Towards Mutual Recognition Between the Halal Product Assurance Organizing Body and the Malaysian Islamic Development Agency

Abstract

Harmonization of halal standards is a strategic issue in strengthening trust and economic connectivity between Muslim-majority countries, particularly Ind onesia and Malaysia. This study examines efforts toward mutual recognition between the Indonesian Halal Product Assurance Agency (BPJPH) and the Malaysian Islamic Development Agency (JAKIM) in administering halal certification. Differences in legal systems, accreditation mechanisms for halal inspection bodies, and technical standards for determining product halalness are key challenges in achieving this harmonization. Using a qualitative descriptive approach with analysis of bilateral regulations and policies, this study identifies that both institutions share the same principle of ensuring Muslim consumer protection through product halal assurance, but differ in implementation aspects, such as certification authority, audit processes, and fatwa issuance. Harmonization efforts can be achieved through the development of a common halal standards framework , mutual recognition of certification bodies, and enhanced technical cooperation and halal diplomacy at the ASEAN level. In addition to providing economic benefits through increased trade in halal products, harmonization also strengthens the positions of both countries as global halal reference centers. This research confirms that mutual recognition between BPJPH and JAKIM requires a shared understanding of sharia and technical aspects, supported by political commitment, transparency, and trust between the institutions. Thus, harmonization of halal standards serves not only as an economic instrument but also as a symbol of the integration of Islamic values into international trade governance.
